The cgi-bin directory in your web hosting account is a special folder that is used for storing and running cgi scripts.

Perl script need to be uploaded into the cgi-bin folder and their permissions set to chmod 755. Any non cgi files, like web pages and images should not be put into the cgi-bin directory as they will not work.
